In Switzerland, agglomeration programmes are increasingly crucial in spatial planning strategies. These promote urban and landscape development by integrating sectorial policies and single measures for spatial interventions. They represent a tool for local stakeholders to apply strategy and principles for sustainable land use and development. Our role focused on integrating landscape considerations into urban planning, ensuring a harmonious balance between nature and urban settlements.

Project Overview:

On 27 October 2016, the CRTL (Commissione Regionale dei Trasporti Luganesi) approved the PAL3 (Programma d’agglomerato del Luganese – third-generation Lugano agglomeration programme) and forwarded it to the Department of Spatial Planning for adoption by the State Council, which occurred on 7 December 2016. This two-year collaborative effort, drawing on the expertise of experienced technicians and the Territorial Department’s services, resulted in a comprehensive plan addressing the future of the Lugano area.

Key Contributions and Highlights:

  • Lugano Green Mesh (“Maglia Verde del Luganese”): A significant innovation in the PAL3, this initiative networks green areas and free spaces within the urban perimeter through an extensive cycle and pedestrian paths network. This green infrastructure promotes ecological connectivity and enhances the quality of urban life.
  • Mobility Integration: The PAL3 confirms the tram-train network as the core of the agglomeration’s strategic functional areas, complemented by an expanded and reorganised public transport system. The plan also includes two new TILO stops in the Vedeggio Valley and substantial improvements to the bicycle-pedestrian network, adding 95 km of new paths.
  • Urban and Environmental Impact: The programme proposes reorganising critical road networks, including the Lugano Nord “Porta Ovest” motorway junction, and introducing moderate-speed districts covering nearly 400 hectares. These measures aim to reduce private vehicle mileage by 5%, significantly lowering atmospheric and noise emissions.

Sustainable Development Goals:

  • Public Transport Enhancement: An anticipated 30% increase in public transport services is expected, benefiting an additional 20,000 residents and employees with improved service levels by 2030.
  • Environmental Benefits: Integrating green spaces and sustainable mobility solutions is projected to reduce the urban area’s ecological footprint, supporting the Confederation’s goals for sustainable urban development.

Our involvement in the PAL3 reflects our commitment to reconnecting people with nature through thoughtful and sustainable landscape architecture. We strive to create healthier, more livable regions by integrating natural elements with urban planning.
