Inter-municipal Strategic Manifesto
The Municipalities of Moso, St. Leonardo and St. Martino in Passeier jointly developed a Preliminary Strategic Masterplan in line with the provincial law no. 9/2018 “Territory and Landscape.” Conceived as a preparatory planning tool, the project identifies the criticalities and potentials of the territory while providing strategic development guidelines.
It serves as a shared vision to support a more cohesive and sustainable transformation of the valley, combining municipal and supra-municipal perspectives. The plan outlines diverse strategies to enhance the quality of life and territorial resilience, addressing key challenges such as landscape vulnerability, climate sensitivity, and demographic shifts. It places particular focus on preserving the environmental equilibrium of the Alpine landscape, promoting biodiversity, and enabling better spatial connectivity between natural and inhabited areas.
The proposal defines actions that not only protect and enhance the area’s environmental assets, but also generate socio-economic opportunities for local communities through sustainable tourism, ecosystem services, and inter-municipal cooperation.
