Pavia Green: a Landscape Strategy for a More Resilient City

The article presents the landscape strategy developed by LAND andAndreas Kipar for Pavia’s new urban plan, with the ambition of transforming the city’s green system into a continuous and productive environmental infrastructure.
The vision foresees the planting of more than 230,000 new trees, bringing the overall tree stock from around 128,000 to almost 360,000. The strategy also proposes strengthening major ecological assets such as the Parco del Ticino and Vernavola, while introducing new tree-lined connections along streets, canals, agricultural areas and urban infrastructure, drawing on the logic of the Green Rays.
For Andreas Kipar, the goal is not simply to add more trees, but to rethink Pavia through its landscape structure, using vegetation and open spaces to mitigate urban heat, improve water management, increase biodiversity and reconnect different parts of the territory. In this way, landscape becomes a key driver for a more resilient, liveable and climate-ready city.
